INC Delegate Meeting
January 27, 2009
The meeting was called to order by President Craigie Sanders at 7:05pm.

Introductory remarks by Craigie Sanders included involving INC with the Durham Public Schools to improve the public image of the schools, upcoming City/County budget issues for 2009, and prioritizing issues that are important to INC going forward.
Melvin Whitley spoke about the Stop the Bullet Campaign, which is an initiative that would require ammunition purchasers to display a valid firearm ID card. A Resolution was presented by Mr. Whitley and a motion to take information back to the neighborhoods for a vote at February’s meeting was made by Rosemarie Kitchin and seconded by Joshua Allen. The motion passed unanimously. Jeannine Sato of Durham Connects introduced this program which provides FREE in home nurse visits to all newborns in Durham County. Approximately half of Durham’s neighborhoods are covered by the service currently; the rest of the county should be covered by 2010.
Pat Carstensen updated the delegates on the work of the Environmental Issues ad hoc committee.
Colin Crossman introduced the new INC website, which is up and running. Presentations, resolutions, minutes from meetings and more will be posted to the website which will generate an email to the INC listserve.
Lynwood Best from the City of Durham’s Neighborhood Improvement Services let everyone know about the Foreclosure Prevention workshop that will be held on 2/21/09 from 9:30am to 2:30pm. Housing counselors and 1st time homebuyer program information will be available.
David Harris let everyone know about the PAC 1 Coffee With Council meeting on 2/21/09 at 9am. There will also be a Neighborhood Block Captain training program presentation on 2/21/09 at 9am.
Craigie Sanders asked for a volunteer to chair an ad hoc Publicity Committee and Rosemarie Kitchin agreed to chair the committee, which will publicize INC’s 25th Anniversary year.
Sheila Milgarese, Volunteer Community Services Coordinator for DPS, spoke about the DPS Mentor Program. As part of the new high school exit standards, all seniors will be required to complete a graduation project. Each student will need a mentor for this project and DPS is actively recruiting volunteers, as 2500 will be needed. More info and an application to mentor can be found at the DPS website http://www.dpsnc.net.
Durham HENS gave a presentation in support of urban chickens and presented a resolution in support of the current ordinance that will be considered by City Council in February or March. A motion to take the resolutions back to the neighborhoods in preparation for a vote at the February delegate meeting was made and seconded, and the motion passed unanimously. The text of the resolution under consideration is available on the INC website, and information presented to the City Council is available on the City's website.
At this time, Craigie Sanders excused himself from the meeting and Colin Crossman took over the meeting. He introduced Tom Miller, who gave a presentation in opposition to a proposed text amendment proposed by Fairway Outdoor Advertising to the UDO regarding billboards. Tom started his presentation by noting that the Planning Department had opted not to make this presentation to INC, as they had been requested to, due to complaints from Fairway received by the City Manager. Tom went on to outline the history of INC’s opposition to billboards in general, and to the proposed text amendment in particular. A copy of his presentation and a proposed Resolution may be found on the INC website. No action was taken on this issue at the meeting.
Mike Shiflett asked to be appointed to the Capital Area Friends of Transit. A motion was made, seconded, and was passed unanimously.
Treasurer’s Report
2009 Dues letters went out in late December 2008. 12 payments have been received so far. Neighborhoods please note: only delegates from dues-paying neighborhoods are allowed to vote at delegate meetings.

A motion to approve the December minutes was seconded and the motion passed unanimously.
With no further business before the delegate body, the meeting was adjourned at 9:05pm.
